The paper analyzes the capacity of network accounting tools (such as consolidated fmancial statements) to support the control systems of local public groups, assuming value in public disclosure, support for the governance of public groups, and expanded perspective on the emerging and existing needs for accountability. On the basis of the relationship between the "bond " and "link " of accountability, the authors advance some propositions regarding network accountability in selected local public groups.
