Among the general attributes of a methodology to perform accident analysis of a nuclear power plant for licensing purposes, the very first one should be the compliance with the established regulatory requirements. For the case of Atucha II nuclear power plant, this means the requirements issued or adopted by the Autoridad Regulatoria Nuclear (ARN) of Argentina. A second attribute deals with the adequacy and the completeness of the selected spectrum of events which, according to international recognized safety practices, should consider the combined contributions of deterministic and probabilistic methods. For consistency with the original plant design, the starting point for the developments was the methodology described in the SIEMENS Work Report KWU NA-T/1995/011, which has been referenced as “the Bordihn’s Report”. Based on qualified tools and analytical procedures developed or available at the Dipartimento di Ingegneria Meccanica, Nucleare e della Produzione of the University of Pisa (DIMNP/UniPisa), a modern and technically consistent approach has been built upon best estimate methods including an evaluation of the uncertainty in the calculated results (Best Estimate Plus Uncertainties or BEPU approach). To achieve the required level of quality for supporting licensing-related decisions, technically qualified and experienced staffs are engaged in the activities of development of such approach and its application for the safety analysis of Atucha II. The present report has been prepared within the framework of an agreement between NA-SA and UniPi. The report contents should support a formal submittal of NA-SA to ARN in the licensing process of Atucha II. Upon a revised version, which would incorporate eventual comments or requests from the regulatory authority, the forthcoming activities and evaluations will strictly adhere to the established approach to perform the accident analyses to be included in the Final Safety Analysis Report. A comprehensive and accurate documentation is available to support the present report and will be extended according to future licensing demands. Based on the above considerations, for the development of the proposed approach and to apply it for the licensing of Atucha II plant, the work followed the top-down strategy.
