Trying to systemize the assessing activities and methods, this paper propose an valuation meta-model for e-learning activities and systems based on the functional integration of 4 main vision categories (System effectiveness and quality; Service effectiveness and quality; Procedural effectiveness and quality; Economic effectiveness and efficiency) with the 5 operational evaluation level of the Kirkpatrick/Philips method (4 Kirkpatrick method + ROI analysis).
