The alternation of the legislative provisions of the Maastricht Treaty aimed at supporting an intergovernmental Europe ( through cooperation for internal affairs or justice) and a federal one (through the common foreign and security policy),in fact ,underline the uncertainty and the ambiguity in which this Union is still moving. The so-called "question of the european capital" will have no solution until choices are made in favor of intergovernmentalism or in favor of supranationality and therefore of federation. In the new region of Europe, where centrifugal forces (autonomous regional subsets)oppose to as many centripetal forces (european cohesion) the desire for the birth of a capital that in itself encompasses the desire for union and that by itself can be the symbol of a new political entity ,is opposed to that of the permanence of more capital cities,which dividing tasks and functions ,they succeed in hindering the centralization of powers.
