In Maastricht (1992) the development of trans-european networks (RTE) was established : they concerned telecommunications, energy and transport. By introducing the concept of "European network", the Union itself took note of the changes that had occurred at the borders of the reference space and which tended to extend beyond those of the individual member States and to coincide with the geographical limits of the Community. However, the provisions relating to transport contained in the EEC Treaty were not applicable to air navigation : the status-quo was called into question by a ruling of the EEC Court of Justice in 1984, when it was pointed out that air traffic should not be excluded from the Community rights and duties. Since then, the European Community has started the liberalization of air and urban transport. Liberalization allowed the multiplication of carriers and the consequent competition and the reduction of tariffs, stimulating passenger traffic which increased on medium-distance routes. The study identifies the processes that have made up the global european cities, precisely because of the presence of efficient communication and circulation infrastructures . The three european "capitals" (Brussels,Strasbourg and Luxembourg) will be studied to verify their new centrality.
