The aim of this contribution is to assess if the principle of loyal cooperation has been effectively respected in Italy or if, the fundamental criteria of the constitutional order have been altered due to the state of emergency leading to a recentralization without an adequate and right reconciliation with the different situations and interests. The focus of this investigation is to further investigate the relationship between the Government and the Regions during the COVID-19 pandemic, but also to highlight their several formal contrasts and the consequences on the institutional actions that determined significant uncertain- ties to Italian citizens.
