The paper aims to analyze the emergence of an International Community on the international plane. In the first part, we will consider the evolution of the concept of Sovereignty in International Law as a consequence of the development and the change of the International Society. In particular, we will highlight the limitations imposed on the will of the State that seems to enter into a sort of “short-circuit”. In the second part of the paper, we will ask ourselves if another kind of law on the international plane is conceivable and if this would lead to a Universal International Community
