The readmission to countries of origin (or possibly of transit) of irregular migrants subject to a Member State return measure is a fundamental objective of European migration policy. In order to persuade the third States not only to conclude readmission agreements and informal arrangements but also to implement them effectively, the EU has put in place instruments of conditionality. The question addressed in this commentary is whether the New Pact on migration and asylum brings innovations to this important sector of the Union’s migration policy. From the examination of the Communication on the new Pact and of other proposed acts, it seems possible to conclude that the Commission confirms the approach of combining formal instruments such as readmission agreements with other soft instruments (arrangements, partnerships) and that it intends to strengthen conditionality mechanisms by creating synergies of available instruments and also by using Member States channels and relationship to implement third States' readmission obligations.
