This study is focusing on the post-apartheid period and in the context of South Africa's second transition according with the new globalization and the new structure of the capitalism. As the country struggles to deal with the ongoing crises of mass poverty,inequality and unemployment, the government has responded with a range of developmental projects. At the same time, poor people around the country have protested injustice and rivaling levels of unrest. The research will study the role of local governments about housing policies and developmental projects after the end of apartheid era. The developmental state will be examined through one of the country's largest public housing projects in the metropolitan area of Durban. In particular, the research will study the compromise between State and Private agents regarding the elimination and prevention of slums growth but also the role of the market with processes of gentrification in a divided country where we are witnesses of a perpetuation of some characters of the apartheid itself.
