The paper deals with the genesis and the non-implementation of art. 46 of the Constitution (the rights of workers to collaborate in the management of enterprises), in order to understand how Italy would have changed if history had taken different directions. In the first part, the authors, starting from the 1920s, analyse the debate on the consigli di gestione, highlighting the various attempts to institutionalize them (up to the D’Aragona and Morandi projects). In the second part, the authors examine the Assemblea costituente debate on art. 46, and then explore the causes and consequences of the non-implementation of this provision turning to the three historical moments in which the Country was closest to implementing it.
