The study analyzes the main income support measures to understand their effectiveness in thefight against poverty. In Italy, the phenomenon of poverty, as a result of the Sars-Cov2 pandemic, hassharpened its multidimensional character, posing new challenges. The study intends to demonstrate thateconomic support measures alone are not an adequate response to the problem. The absence of amultidimensional approach in the fight against poverty risks not solving the protection gaps, especially withregard to the most fragile types: immigrants, homeless people, families with children. The goal is todemonstrate the need for a change in the fight against poverty, a change that involves the individual not only asa passive beneficiary but as an active participant in the community, according to a welfare that is no longermerely redistributive, but actually generative
