The aim of this contribution is to examine the issues deriving from a possible implementation of the proposal of attributing a right of initiative to the European Parliament. This hypothesis would strengthen the (representative) democratic dimension of the EU decision-making. The questions is whether, in alternative, it would be advisable to reinforce the EP function as an agenda setter establishing an institutionalized and stronger connection with the EU institutions of participatory democracy (Citizens' Initiative, petitions). In this way, a synergy could be created, in the spirit of the Treaty on Union, between representative and participatory democracy
