In the article 11. 2 of the Agreement between Italian Republic and Holy See of 1984 is written that for ruling religious assistance in Armed Forces it is necessary an agreement between the State and the Church. Nowadays, on the contrary, religious assistance is regulated only by the State Law. It is therefore necessary a reform. There is still a privileged position for Catholic army chaplains who have the same rank of others military officers and are public employees (so, one of our questions is if a Catholic priest can be also a soldier). Probably for religious assistance in Armed Forces it can be follow the example of religious assistance in the Police in which chaplains are not public employees, in the respect of religious pluralism.
