Francia: il nuovo percorso delle riforme istituzionali del presidente Macron

The essay aims to reconstruct the reform process of the French institutional structure restarted in August 2019 by President Emmanuel Macron which, started in May 2018, was interrupted due to the Benalla affair and then definitively suspended due to the serious crisis in the gilets jaunes. The initiative was largely linked to the results of the Grand Débat National held between January and March 2019 and intended by the Head of State as the immediate response to the de-legitimization that the French institutions were suffering due to the protests suffered. Furthermore, Macron himself expressed in December 2020 the desire to submit the introduction in art. 1 of the Constitution of a reference to the climate, one of the proposals resulting from the participation of citizens that the consultation had solicited at the national level.

Il saggio si propone di ricostruire il processo di riforma dell’assetto istituzionale francese riavviato nell’agosto 2019 dal Presidente Emmanuel Macron che, iniziato nel maggio 2018, era stato interrotto a causa dell’affaire Benalla e poi definitivamente sospeso per la grave crisi dei gilets jaunes. L’iniziativa si ricollegava in larga misura ai risultati del Grand Débat National svoltosi tra gennaio e marzo 2019 e inteso dal Capo dello Stato come la risposta immediata alla delegittimazione che le istituzioni francesi stavano soffrendo a causa delle contestazioni subite. Lo stesso Macron, inoltre, manifestava nel dicembre 2020 la volontà di sottoporre a referendum l’introduzione nell’art. 1 della Costituzione di un riferimento al clima, una delle proposte scaturite dalla partecipazione citoyenne che la consultazione aveva sollecitato a livello nazionale.
