The chapter attempts to demonstrate that solidarity is a principle inherent to the goal of the full realization of human rights and fundamental freedoms for all envisaged in the Charter of the United Nations, the Universal Declaration of Human Rights, and other core international human rights law instruments. It argues, however, that solidarity requires a paradigm shift in international cooperation in order to be implemented. Solidarity is, indeed, a principle based on a system of shared values that spontaneously leads to cooperation in order to achieve common goals. However, the international community has not yet reached the stage of a true community of solidarity. Against this background, the chapter provides an analysis of the draft UN declaration on the right to international solidarity pointing out its main controversial aspects and questioning the possibility to introduce a human right to international solidarity
