Nowadays, there is a fervent debate on the role of public programming in regulating ecological and social transition. Far less explored is the role of Law in reorienting social transition, which poses new questions to the troubled relationship between regulation and programming. Starting from this assumption, the paper aims to explore the issue of public intervention aimed at supporting sustainable housing, as it represents an emblematic test case of the capacity of Law to promote sustainability in its triple dimension. Thus, the object of this analysis is not only the need to rethink the legal protections and instruments designed by the national legal system, but also the identification of the desirable balance between regulation and planning in the promotion of sustainable housing.
