This paper enquires into the concept of “Rule of Law” utilised by the European Commission in its Report of 2020 and 2021 on Hungary, showing its relationship with some doctrines that famously devised such category. In order to achieve this, I will analyse specific aspects of the Report through Harold Laski’s political and legal theories. His works, in fact, can provide us with a useful conceptual framework for understanding the intertwinement between democratic instances in the European Union and its economic and capitalistic soul.
