In this essay, I propose the thesis concerning the life cycle closure of the of the bilaterality as set out in the Italian Constitution of 1948. It is assumed that agreements are no longer able to effectively promote the application of «equal religious freedom», also due to their qualification as «political act» of the Government’s decision not to start negotiations to eventually reach an agreement. In fact, they are discretionary and not necessarily motivated. More specifically, I consider some practices of institutional dialogue between the State, faith communities and non-believer organizations. The latter are both positive examples of civic participation potentially capable of giving new shape to the old bilateraly and conceived as new opportunities in conformity with the principle of laicità giving effective guarantee of the «equal freedom» recognized by the Italian Constitution.
