The topics analyzed in this paper concern the importance of citizen, voter, corporate and business participation in domestic and European policy formation. Thus, new technologies can be a means of facilitating participation and at the same time transforming how the citizens approach the state. At the same time, e-democracy can also facilitate the formation of state direction that can be used to influence European policies more in the ascendant phase of its formation.
