Abstract [It]: Nell’occuparci della questione homelessness in questa sede ci si concentrerà principalmente sul cuore del problema costituito dalla privazione materiale di un alloggio quale base di partenza da cui la persona in grave emarginazione può ricominciare a interagire con la comunità in cui è situato. Scopo di questo articolo è evidenziare non solo la sostanziale ineffettività del diritto all’abitazione e la necessità di adottare un approccio “nuovo”, ma anche l’urgenza del ritorno al primato della sintesi politica sull’economia. First reflections Abstract [En]: In dealing with the homelessness issue here we will mainly focus on the heart of the problem constituted by the material deprivation of housing as a starting point from which the severely marginalized person can start interacting again with the community in which he is located. The purpose of this article is to highlight not only the substantial ineffectiveness of the right to housing but also the need to adopt a "new" approach and the urgency of returning to the primacy of the political synthesis on the economy.
