IL PRESTAMO DEI DEPUTATI E LA COSTITUZIONE DEI GRUPPI PARLAMENTARI, LA RICOSTRUZIONE DI UNA PRATICA AMBIGUA E LA VALUTAZIONE DEL SUO IMPATTO SUL QUADRO POLITICO DEL CONGRESO DE LOS DIPUTADOS

This contribution aims to analyse the phenomenon of prestamo of deputies that, albeit sporadically, was recorded in the Congress of Deputies at the time of the constitution of parliamentary groups. The investigation, therefore, will start by examining the most recent case of prestamo and will proceed to reconstruct all the historical antecedents. It will also analyse the discipline that the Spanish legal system dedicates to parliamentary groups and this both in the light of the constitutional provisions and on the basis of the provisions of the Congress Regulation. Finally, an attempt will be made to trace an assessment of the phenomenon and to verify its impact on the configuration of parliamentary groups.
