This paper analyses how a corruption network in Rome, dubbed “Mafia capitale”, developed a symbolic system borrowed from the outside and intentionally crafted, in a circular process. Such apparatus engendered a pervasive diffusion of corrupt practices, developing a language of its own, strengthened by metaphors, codes, reference to “values”. Symbols interacted with the perception of rule existence and the pressure towards obedience, setting in motion a mechanisms of reputation building of pivotal actors and a process of social and personal self-justification. This case-study highlights how a symbolic apparatus may induce a framing of roles, generating coherent beliefs on the effectiveness of informal rules. Finally, it provide hints on the otherwise unobservable evolution of corruption networks in Italy.
