How far and in what ways can jurists become ambassadors of democracy by their actions? This was one of the most complex questions that Western legal culture sought to answer between the two world wars. It was an even more difficult question when one considers the major transformations that parliamentary rule of law had to face at the end of the First World War. The aim of this essay is to reflect on how legal technique became a tool at the service of comparative constitutionalism through the reflections and biographical events of Miguel Cuevas, member of the technical secretariat of the Spanish Congress of Deputies and forgotten protagonist of the constituent laboratory of the Second Spanish Republic.
Quanto e come il giurista può e farsi ambasciatore di democrazia attraverso il suo operato? Fu questa una delle domande più complesse a cui la cultura giuridica occidentale cercò di rispondere fra le due guerre mondiali. Un quesito ancora più difficile quando si tengano in considerazione le grandi trasformazioni che dovette affrontare lo stato di diritto parlamentare con la fine del primo conflitto mondiale. Scopo di questo saggio è riflettere su quanto la tecnica giuridica divenisse uno strumento al servizio di una scienze del costituzionalismo comparato attraverso la riflessione e le vicende biografiche di Miguel Cuevas, membro della segreteria tecnica del Congresso dei deputati spagnolo e protagonista dimenticato del laboratorio costituente della seconda Repubblica spagnola.
