This paper aims to investigate the existence of forms of political representation within the confederation of Phokis, beginning with a notable passage by Pausanias concerning the polis of Panopeus. In pursuit of this objective, the article re-examines the issue within the context of the development of Phokian federal institutions during the Hellenistic period, delineating its chronological scope as the two centuries from the enslavement and dispersion into villages of the Phokian poleis to the Roman intervention at the outset of the 2nd century B.C. After gathering evidence pertaining to representative institutions in Phokis, the paper suggests placing the first attestation of the representative council in the last quarter of the 3rd century B.C., while also acknowledging the possibility that its introduction may precede this period.
