This paper aims to study Alfonso De Pietri Tonelli's attempt to write a handbook of Economic Policy using a general equilibrium approach, following a line of thought derived from the economic works of Pareto, of whom De Pietri Tonelli was a distinguished follower . To this end, various works (monographs and lecture notes) published over a period of twenty years are examined. These works are interpreted as stages that would have led to the final publication which, however, never materialized. The foundation of the planned work is the definition of economic policy as a science that studies political constraints on economic activity, representing a synthesis between economic science and political science. De Pietri Tonelli's innovative contribution lies in the description of political equilibrium—that is, the political positions within a social system—using the same methodology (in terms of objectives and constraints) employed for general economic equilibrium. Furthermore, he attempted to apply an analogous approach to the selection of the specific constraints that political actors impose on economic activity. The primary reason that prevented De Pietri Tonelli from achieving his objective was the vastness of the subject matter, of which he was deeply aware, and the consequent extreme complexity of using the general equilibrium framework to describe, even from the perspective of a general theory, the multifaceted reality of a political-economic system.
Il lavoro si propone di studiare il tentativo di Alfonso De Pietri Tonelli di realizzare un manuale di Politica Economica utilizzando un’impostazione di equilibrio generale secondo le linee definite nelle opere economiche di Pareto, del quale De Pietri Tonelli fu illustre seguace. Allo scopo sono esaminati diversi lavori (monografie e appunti di lezioni) pubblicati nell’arco di un ventennio, interpretati come tappe che avrebbero condotto all’opera finale che, però, non vide mai la luce. La base della progettata opera è la definizione della politica economica come scienza che studia i vincoli di natura politica all’attività economica, ovvero una sintesi tra scienza economica e scienza politica. Il contributo innovativo di De Pietri Tonelli è rappresentato dalla descrizione dell’equilibrio politico, ovvero le posizioni politiche in un sistema sociale, con la medesima metodologia, in termini di obiettivi e vincoli, impiegata per l’equilibrio economico generale ed il tentativo di impostare in modo analogo anche la scelta degli specifici vincoli che i soggetti politici impongono all’attività economica. La ragione principale che impedì a De Pietri Tonelli di raggiungere il suo obbiettivo è rappresentata dalla vastità della materia, della quale era profondamente consapevole, e dalla conseguente estrema complessità dello strumento dell’equilibrio generale nel descrivere, anche solo dal punto di vista di una teoria generale, la multiforme realtà di un sistema politico-economico.
