The article examines the determinants of corruption risk in local governments, with a particular focus on the use of non-competitive procedures in public procurement under the PNRR. Through a quantitative analysis of the Italian municipalities for the period 2021-2023, the study highlights a positive and significant relationship between non-competitive procedures (i.e., direct contracting) and corruption risk within local governments. This research contributes to the managerial literature on corruption determinants by providing empirical evidence on the role of competition in mitigating corruption risk in public procurement. Additionally, it offers actionable insights for policymakers to refine public procurement monitoring systems
