This essay investigates the relationship between text and image in Italian communal statute manuscripts of the thirteenth and fourteenth centuries, distinguishing two complementary levels of statutory visual culture: the centralia, namely the official miniatures that monumentalize the communal book and articulate the political identity of the civic community, and the marginalia, consisting of figurative glosses, attention marks, and drawings added in the margins by notaries, scribes, and readers. After a comparative overview of the principal communal traditions of Siena, Pisa, Bologna, Venice, and Perugia, the study focuses on the Umbrian corpus, with particular attention to the statutes of Todi, through the systematic examination of manuscripts digitized by the Umbrian Archival and Bibliographic Superintendency. The marginalia emerge not only as mnemonic and navigational devices that organize legal texts, but also as spaces of graphic invention, irony, and visual communication, capable of interpreting and occasionally challenging the normative discourse. The article offers a new perspective on the iconography of communal statutes by highlighting the role of notai pictores and graphic practices in the construction of medieval civic memory and identity.
