Bispham's main thesis of an initially undifferentiated quattuorvirate is disproved by a careful analysis of the evidence from Tibur, Pompeii, Hispellum, Beneventum, Ocriculum, Signia, Aquinum, Aeclanum, and Spoletium. Similarly has failed his attempt to demontrate the existence of municipal duoviri before 49 BC or the creation of municipal quattuorviri after that year. Serious objections are raised against the Bispham's thesis on some Festus' lemmata, on the legislation "de civitate", and on the "lex municipii Tarentini".
