The new Italian local welfare design is full of interesting opportunities and expectations at develping participation at many different levels. Here participation is meant as a way to build a new social agreement between citizens and institutions, while the third sector organizations are thought as a fundamental player at accomplishing the aim. The paper puts in evidence some specific systemic contraddictions embedded within the hypothesis and the interesting opportunities that could come from an experimental approach to develop the new welfare logics.
