Classical balance laws of mechanics address conservation laws in deformable continua. These laws, though mere identities, can be interpreted as novel balance laws for nonclassical forces, the material or configurational forces. Similar identities and related conservation laws can be established in electromagnetic deformable and moving continua, through the Maxwell equations that are possibly coupled with the mechanical balance equations. Surprisingly, all these conservation laws can be derived from a nonclassical variational procedure, independently of the basic equations that govern the phenomenon. In this view, they stand as primary balance equations for a class of physical phenomena.
