The rules corresponding to the surgery instructions on three-manifolds are derived in the field theory context of the quantum Chern-Simons model. The case in which the gauge group is SU(2) is considered in detail. A few illustrative examples are presented; the expectation values of Wilson line operators associated with framed links defined in different manifolds are computed.
