In this work we analyze a Passive Coherent Location (PCL) system in the context of maritime border control scenario. The analyzed system is located in Leghorn harbor and is composed by a receiver that exploits the signal emitted by two non co-operative transmitters of opportunity: a UMTS base station and a FM radio station. We propose an algorithm for the dynamic selection of the transmitter for the tracking of a radar target that makes use of the bistatic Posterior Cramér-Rao Lower Bound (PCRLB) of target state. This algorithm can provide a significant aid to harbour protection and can reduce the computational load of surveillance operations.
