In this Introduction I explore the process of emulation by focusing on two distinct but related topics: the role played by Véron de Forbonnais (1722–1800) in the debate regarding the European balance of power following the 1713 Treaty of Utrecht, and the appropriation and adaptation of Forbonnais’s reformist project in eighteenth-century Europe.
