Unwritten rules coordinate the behaviors of those who aspire to corrupt and to be corrupted. This essay provide a theoretical framework to enable the analysis of the evolution of corrupt exchange in Italy after the "mani pulite" scandals. The scandal around MOSE and the investigations into the corruptive activities involved with Expo 2015 are analysed in-depth, providing an identification of the various configurations of corruption in Italy. Finally, policies and initiatives that have been enacted by national governments in recent years to combat corruption, as well as their limits and drawbacks, are examined in the conclusions.
