The role played by the decree of urgency in the implementation of the Government’s policy, the use of the ‘question’ of confidence made by the Government, the submission of the so-called maxi-amendments are tiles of a mosaic, all contributing to clarify which is the weight of the parliamentary majority (or, as the system seems to move towards a “de facto unicameralism”, the majority in one of the two chambers) in its relationship with the Government itself: that is, if it is still holding the ability of sustaining an interlocution, being able at least to take part in the drafting of the acts it is being asked to approve; or if we are facing a significant shift towards the executive branch in the decision-making balance; or if the actual power relationship developed itself in such a way as to suggest that we might at times be facing some sort of (crypto)assemblearism.
