Ostruzionismo e strumenti di “compressione” del procedimento parlamentare: quale ruolo oggi per minoranze e opposizioni parlamentari? Il caso della conversione dei decreti-legge

The economic and financial crisis that hit the global markets since 2007 has had major repercussions on the European economy, but also on the systems of the sources of law and on the relationship between the constitutional bodies of the various European Countries. This paper will investigate the role currently exercised by parliamentary minorities and oppositions in this complex phase of the Italian parliamentary history: to this end we will proceed, first, to verify the frequency of use of the main obstructionistic tools (as well as the institutes for deal with it), and then focus on the spaces of action available in the special procedure of conversion of the decree-law.
