Municipal Asset Management and maintenance requires management capacities which, exploiting economic and technical knowledge, define the most adequate organizational structures as well as the necessary policies, program the implementation, and control results from a technical, economic and financial point of view. The main goal is to find a global strategy from which planned and integrated actions can be derived, which is useful to maintain over time the efficiency and the economic value of present and/or future assets. The attention towards such themes is part of the current renewal process of the Public Administration, following the evolution of the international doctrine which has, already a decade ago, recognized the crucial concept of “value for money” in public companies - in other words, the necessity to optimize the use of public resources in order to fulfill the citizens' needs.
