The Italian constitutional reform, experienced in 2012 during the financial crisis, introduces in the Italian legal system, in application of new European rules, budget’s balance and public debt sustainability. The new public-finance’s governance system, supported by an evident flexibility, while imposing a pubblic-spending’s reduction, allows to identify a new prospective in civil and social right’s promotion through the management and development of public assets.

Abstract

The Italian constitutional reform, experienced in 2012 during the financial crisis, introduces in the Italian legal system, in application of new European rules, budget’s balance and public debt sustainability. The new public-finance’s governance system, supported by an evident flexibility, while imposing a pubblic-spending’s reduction, allows to identify a new prospective in civil and social right’s promotion through the management and development of public assets.
