The essay deals with the reasons why the question concerning the correct definition of the Italian form of state remains unsolved. An indispensable prerequisite for this analysis is the historical reconstruction of the events that most contributed to the determination of the current situation of persistent disorder and uncertainty. In fact, the long-standing Italian institutional question has its roots in the process of unification, political and national, which – over a century and a half ago – has laid the organizational foundations of our State, which later became Republic. This second part of the work considers the historical period following the entry into force of the Constitution, up to the draft constitutional reform approved in 2016 by Parliament but rejected by the subsequent referendum, which, among other aims, aimed to significantly limit the powers of regional autonomy, in contrast with all previous proposals that had moved in the direction of recognizing a more extensive autonomy, with promises of federalism. In conclusion, we add a postille that addresses the issue of the implementation, in Italy, of a system of regionalism differentiated, according to the provisions of art. 116.3 Cost., which is considered today (erroneously in the opinion of the Author) the new frontier for Italian regionalism.
