Local governments play a central role in coordinating and supporting the response of communities to extreme events such as pandemics. In this work, the reaction of the Municipality of Milan and of the key actors to the first wave of COVID-19 is analyzed, focusing on the actions taken to face the socio-economic crisis and on the determinants of urban resilience to disasters. The results suggest that the ability of local administrations to overcome shocks and reach new conditions of equilibrium implies the analysis of the strategic resources available and the critical reinterpretation of the “city model’ for the future. The ability to create and coordinate an ‘intelligent’ ecosystem of public administrations, individuals and businesses is of vital importance and can be supported by three key factors such as collaboration, preparation and urban intelligence.
