This paper provides a critical analysis of the integration of sustainability into the PDO and PGI systems in accordance with Regulation (EU) 1143/2024. After outlining the evolution of the concept of sustainable development, it discusses how the new regulation strikes a balance between a multidimensional approach and a fragmented vision of sustainability by leaving it to producer groups to make voluntary choices. Although the adoption of indicators and measurement tools could facilitate the translation of vague objectives and concepts into practice, important questions of legitimacy, transparency, and democracy arise. Furthermore, the use of indicators may not resolve the many conceptual and operational ambiguities surrounding sustainability. Indeed, this approach may oversimplify complex phenomena by replacing broad sustainability objectives with quantitative performance criteria without considering the different dimensions of sustainability. This highlights the critical issues associated with 'governance by numbers'.
Il contributo analizza in modo critico come integrare la sostenibilità nel sistema delle DOP e delle IGP secondo il reg. (UE) 1143/2024. Dopo aver ricostruito l’evoluzione del concetto di sviluppo sostenibile, il contributo evidenzia come il nuovo regolamento sia in bilico tra un approccio multidimensionale e una visione frammentata della sostenibilità, affidata a scelte volontarie dei gruppi di produttori. In questo contesto, l'adozione di indicatori e strumenti di misurazione, potrebbe apparire utile per tradurre in pratica obiettivi e concetti altrimenti vaghi, ma solleva importanti questioni di legittimità, trasparenza e democrazia. Molte sono le ambiguità concettuali e operative della sostenibilità che il ricorso agli indicatori rischia di non risolvere. Questo tipo di approccio può infatti semplificare eccessivamente fenomeni complessi e sostituire gli obiettivi ampi della sostenibilità con criteri quantitativi dal valore performativo senza che essi integrino le diverse dimensioni della sostenibilità palesando, invece, tutte le criticità della c.d. “governance per numeri”.
